My life in Civil Service for the the City of New York:

The Civil Service System replaced the Spoil System, when people started getting jobs with the city of New York Based on merit, rather than being paid off by politicians for favors or for contributions made by certain people. Not all of the people who get jobs through political appointment are qualified to to do the job.
